Roles that can open Developer API keys
These roles can open Developer → API keys in the workspace:
- Super Administrator
- Administrator
- Developer

Billing still comes first
Having a Developer role is not enough by itself. The API Access product tool must be on a 14 day free trial or a paid import and edit seat for that user (or company allocation). Otherwise you can open the page but cannot create new keys.
